What is Backflow Testing & Why Does It Matter?

Backflow is a serious plumbing hazard where contaminated water reverses direction and flows back into the clean drinking water supply. A certified backflow prevention device stops this, but only if it's working properly, which is why Texas requires annual testing.

Why Texas Requires Annual Inspections

Under Texas Commission on Environmental Quality (TCEQ) regulations, any property with an irrigation system, swimming pool, or commercial water connection that could contaminate the public water supply is required to have a state-certified backflow tester inspect and certify the device every year.

Without a properly functioning backflow preventer, chemicals from fertilizers, pool chlorine, soap from car washes, or bacteria from the soil can silently enter your home or your neighbor's drinking water. The consequences range from illness to major municipal water system shutdowns.

Failure to maintain a certified backflow preventer can result in your city cutting off water service to your property until the device is repaired and re-certified. Most cities in the RGV actively enforce this requirement and send out annual notices.

📜 Texas Law

Per 30 TAC §290.44(h) and local municipal codes across the Rio Grande Valley (McAllen, Mission, Edinburg, Harlingen, San Juan, and others), backflow prevention assemblies must be tested upon installation and then at least once every 12 months by a licensed backflow prevention assembly tester. Results must be submitted to your city's water utility.

The $59 inspection fee applies per valve tested, regardless of whether the valve passes or fails. A failing valve still requires a visit to document and report its status to the city.

If we are dispatched to a property and the valve cannot be tested for any reason, including no water supply to the valve, the valve being inaccessible, or a locked/blocked access point, the trip charge will still be billed.

Before your appointment, please confirm:

  • There is active water service to the valve
  • The valve is physically accessible (gate unlocked, building accessible, etc.)
  • You know which valve(s) need to be tested. Check your city notice letter for the address and serial number

🚒 We do not test fire suppression systems. Our certification does not cover fire suppression. Please contact a licensed fire suppression contractor for those inspections.
